A legitimate complaint of the Electoral College as implemented by all states except Maine and Nebraska is the popular vote winner of the state takes all of the state's Electoral Votes. This results in POTUS campaigns mainly limited to the swing states. A Democrat POTUS candidate wastes time and money campaigning in a solid red state as does a Republican candidate campaigning in a solid blue state. I advocate that each state implement proportional allocation of Electoral Votes according to the statewide popular vote. In keeping with the spirit of the Constitution I propose the statewide winner receive two electoral votes and the remaining electoral votes be proportional to each candidate's statewide popular vote. Allocation could be in accordance with the D'Hondt/Jefferson method or something similar. Such an implementation would motivate candidates to compete in every state and would not circumvent the Constitution as would the national popular voter interstate compact.
