“The power to grant clemency, however, is a broad power granted exclusively to the president by Article II of the Constitution without requiring action by Congress”

Article II, Section 2 limits the power to grant reprieves and pardons only for federal offences. The law of the state in which a federal offence was committed should be considered when evaluating a felon for pardon.
