"But in Maine and Nebraska, the person with the most votes gets 2 of their Electoral College Votes. The rest of the votes are given out to the person with the most votes in each of the state’s Congressional districts. "

If all states would allocate their Electoral College votes like Maine and Nebraska the winner would be more representative of the popular vote and no change to the Constitution would be necessary.

". . . just let the popular vote winner be president. It’s simple, equitable, and obviously democratic."

Using just the popular vote would not guarantee a majority vote winner. Do you propose a runoff election to achieve a majority vote?
