“Flyover area” can be reduced without amending the Constitution to change the Electoral College. States can eliminate the winner-take-all electoral vote allocation and implement allocation according to congressional districts won. Maine and Nebraska each award two electoral votes to the statewide popular vote winner and one electoral vote to each congressional district popular vote winner.
Update: Unfortunately, analysis of the 1992, 2000 and 2016 elections revealed that implementing electoral votes proportionally to statewide votes received, too often results in no electoral college vote majority winner. The winner ends up being elected by the House of Representatives instead of the people.
