I seriously doubt that even if the National Popular Vote Compact eventually achieves 270 it will not prevail when challenged in court. Many people would oppose the votes of other states overriding their statewide winner. A less controversial method is for the states to implement proportional allocation of electoral votes. I promote each state awarding 2 electoral votes to the statewide popular vote winner and allocating the remaining electoral votes according to the statewide popular vote for each candidate using the d'Hondt/Jefferson method or something similar.
