I agree that the Congressional District Method is susceptible to gerrymandering while the Proportional Plan would not be. I am receptive to some type of Proportional Plan for each state but oppose an interstate compact. I believe in the sovereignty of states and in my opinion the awarding of electoral votes of one state should not be dependent upon the voting of any other state.
