Too many elections for members of Congress are not competitive. Third party and independent candidates rarely threaten a major party candidate - especially an incumbent. Their common effect is to act as a "spoiler" when there is a close race between the duopoly candidates. Implementation of ranked choice voting would eliminate the spoiler and wasted vote effect of single choice plurality voting. Eliminating gerrymandering would make duopoly elections more competitive.
