Proportional representation would be more effective toward achieving representation of women and racial minorities. However, for partisan elections it would be necessary for women and racial minorities to establish political parties promoting their election, to gain ballot access, and to certify candidates. Also, I'm not aware of any state that has authorized proportional representation at the state level. I agree that ranked choice voting for single seat districts and single transferable voting for multi-seat districts is superior to single choice plurality voting. I think it should be implemented by the states instead of by federal legislation.
