Thank you for publishing an excellent article justifying H.R.1 based on partisan abuses instead of race! For some time I have been conflicted on endorsing H.R.1 because I felt it was a warranted violation of states' rights. The U.S. Supreme court is hesitant to rule against partisan voter suppression because political parties are absent from the Constitution and usually rule based on racial voter suppression. For Republicans the main issue is regaining and maintaining political power in spite of being a minority party.
