A “top 4” open primary does not ensure a third party or independent candidate will be on the general election ballot. The top 4 could be 2 Republicans and 2 Democrats. A better solution is to have reasonable third party and independent candidate ballot access requirements for the general election and implement ranked choice voting. However, past experience indicates the duopoly will strongly oppose any decrease in ballot access requirements.
