The U.S. Constitution ultimately grants citizens the right to control our republic. Unfortunately, the public is derelict in its duty. It allows Congress to fail to curtail the office of the POTUS from exceeding its authority. It reelects members of Congress who they disapprove of. It reelects state legislators who fail to represent the views of their constituents.

The states have the authority to determine the allocation of Electoral College Votes. All but two states - Maine and Nebraska - have implemented the statewide popular vote winner take all allocation method. State legislatures could implement a proportional method that would eliminate the impact of swing states. However, the majority party of almost every state choose not to and the voters let them get away with it. I would not be surprised if state legislatures soon decide to ignore the state popular vote for POTUS and just appoint their own members of the Electoral College. The only thing that prevents such a brazened act is the state constitution in many cases and the disdain of the registered voters.
