You failed to mention the importance of primary elections. In solid red and solid blue states the primary is the most important election because the winner of the primary will be the general election winner. And yet in 14 states and the District of Columbia at least one political party conducts closed primaries for congressional and state-level offices. The justification is protecting the associational rights of party members. However, in the case of major parties the primary is funded by the taxpayers. I advocate for fully open nonpartisan primary elections with the top 5 vote getters advancing to the general election. If a political party desires to select their candidates exclusively by party members they can self fund conventions like the third parties do.

I promote a ranked choice voting general election even though it is more complex, time consuming and difficult to monitor. States have used by mail ranked choice voting for military citizens overseas for many years because of mail delays. I'm not aware of any military complaints about it being too complicated. If RCV is done at home and the ballot mailed the time to take to vote is not an issue. The argument that a ballot can be exhausted prior to the final run-off is no different than plurality voting when a citizen leaves an office blank because none of the candidates warrant a vote.
